Bulk deals between Internet Service Providers (ISPs) and apartment building owners might seem like a good idea on the surface, but they come with significant downsides for tenants and the local community. A bulk deal happens when an ISP offers a discounted rate—sometimes as low as $35—for internet and related services to an entire apartment building. On paper, this might seem convenient—but the reality is far less appealing.
These agreements often last anywhere from 3 to 10 years. During this time, competing ISPs are effectively locked out from wiring the building, as it’s financially unviable to invest in infrastructure without being able to attract tenants. Once the agreement expires, the ISP that signed the bulk deal has a monopoly over the building, enabling them to raise prices or reduce service quality, which we have seen many times here in Halifax.

Even the Canadian Radio-television and Telecommunications Commission (CRTC) recognizes the harm caused by bulk deals. In a recent case, tenants and smaller ISPs pushed back against Rogers’ bulk agreements, arguing that these deals unfairly limit competition and choice. The CRTC acknowledged these concerns and is working to address anti-competitive practices, a move that could benefit tenants and smaller ISPs across Canada.
